The needs assessment of changes in the methods and regulations for the recruitment and employment of primary school teachers with a focus on the Fundamental Transformation Document of Education

Abstract
Introduction and Purpose: Considering the importance of improving the quality of the educational system and the key role of primary school teachers in achieving the goals of the Fundamental Transformation Document of Education, the present study aimed to assess the need for changes in the methods and regulations of recruiting and employing primary school teachers. The study's objective was to analyze the current situation and clarify the gap between the existing and the desired conditions of recruitment and employment in accordance with the requirements of the Fundamental Transformation Document.

Methodology: This applied research employed a descriptive-survey design. The statistical population consisted of 112 stakeholders involved in the recruitment and employment of primary school teachers, all of whom were included through a census. Data were collected using a researcher-made questionnaire whose validity was confirmed by experts and whose reliability was established with a Cronbach’s alpha of 0.93. The questionnaire included 60 items covering various dimensions of recruitment methods and regulations. Data analysis was conducted using SPSS software and statistical tests including Kolmogorov-Smirnov, one-sample t-test, and paired t-test.

Results: The findings revealed a significant difference between the current and desired status of methods and regulations for recruiting and employing primary school teachers based on the Fundamental Transformation Document. Statistical results emphasized the necessity of reviewing and revising the existing processes.

Conclusion: Based on the results, there exists a considerable gap between the present recruitment and employment conditions and the ideal model aligned with the Fundamental Transformation Document.
