Introduction and Objective: Considering the biological challenges and the decline in physical capabilities during the aging process of veterans, revising sports models for this population is inevitable. This study aimed to screen and finalize the indicators of the sports development model for elderly veterans in Iran to formulate a comprehensive model for policymaking in the Foundation of Martyrs and Veterans Affairs.
Methodology: This applied study is descriptive-analytical in nature. The statistical population consisted of sports management experts and senior specialists from the Foundation, from whom 20 individuals were purposively selected as the Delphi expert panel. The research instrument was a researcher-made questionnaire based on the literature, distributed in three Fuzzy Delphi rounds. The Chang and Lin (2002) index was utilized for data analysis and determining the consensus threshold.
Results: Following three iterations, 46 indicators were stabilized within 11 main components. The results indicated that cultural (ranked 5th) and logistical (ranked 6th) components placed higher than festivals and mental health components. The stability of responses in the third round (with a difference of less than 0.1) demonstrated full theoretical saturation in indicators such as ergonomic equipment, smart services, and specialized trainers.
Conclusion: The final model revealed that developing sports for elderly veterans requires moving beyond traditional festival-oriented perspectives and focusing on infrastructure engineering and specialized cultural development. The priority of logistics over health implies that unless environmental and physical requirements are met, health goals will not be achieved. This model can serve as an upstream document for macro-planning in the Foundation.
